The Board of Directors of the Central Bank of Azerbaijan (CBA) approved new service fees for payment systems by its decision dated September 15, 2026.
This was reported to elchi by the Central Bank of Azerbaijan.
According to the new tariff policy, service fees for sessions in payment systems have been unified, and the upper limit of service fees for the Real-Time Gross Settlement System (AZIPS) and the Small Payments Clearing and Settlement System (XÖHKS) has been reduced by 2 and 1.5 times, respectively.
It was stated that the new tariff model envisages the application of fixed amounts based on intervals of the transaction amount, regardless of time, as the service fee.
In addition, to increase accessibility to innovative payment services, service fees for the Instant Payments System (AÖS), which ensures real-time settlement in 24/7 mode, have been set lower compared to other systems. The execution of payments through AÖS allows users to make transfers from bank accounts with simple identifiers, as well as to increase liquidity by immediately receiving funds into their bank accounts.
As part of the improvement of the tariff policy, changes have also been made to the service fees for the Interbank Card Center (BKM), and tariffs for the processing of card-to-card transfer operations have been established.
The new tariff policy, developed considering the current market conditions, supports the development of innovative solutions in payment systems and serves to optimize the service fees charged to payment service users.
It should be noted that the new service fees will come into force on April 1, 2027.
